The Higher Education Opportunity Program is a comprehensive academic support program designed for New York State residents who have not had educational opportunities which prepared them for college and who meet the income guidelines established by the Board of Regents.

WHO IS ELIGIBLE?

To be eligible for HEOP, students must meet all of the following conditions:

  1. Must be a resident of New York State for one year preceding the term of entry into HEOP.
  2. Must have a high school diploma or its equivalent.
  3. Must be inadmissible under regular admissions criteria.
  4. Must show and provide proof of financial disadvantage:

      1. State and federal income tax statements.
      2. Verification of non-taxable income.
      3. Ward of the state documentation.

HOW TO APPLY

To apply for admission request an application from the Admissions Office. Complete your application and request admission through HEOP. This will waive your application fee and forward your application to the HEOP office for review by the HEOP staff. Students meeting the guidelines are scheduled for an academic placement examination and a personal interview. Although it is preferable that applicants be interviewed and tested while visiting campus, arrangements can be made to accommodate someone who cannot come to Southampton.

SUPPORTIVE SERVICES

Applicants accepted into HEOP are required to attend a five-week summer residential program. This intensive program consists of courses in writing, library researching, study skills, mathematics and a three credit, Introductory to Sociology class. Special workshops and programs are included which can lead to a successful adjustment to college life. During the academic year, HEOP supportive services include:

  • Developmental courses
  • Tutorial Services
  • Individualized study sessions

COUNSELING

In order to meet the needs of our students, the HEOP office provides academic, career, financial, social, and personal counseling. There is a full-time counselor on campus to meet the needs of our students and services are provided by the HEOP staff on an individual and group basis.

DEADLINE DATES

Applications for fall admissions are accepted throughout the year. However, the size of the HEOP program is limited, so we advise students to apply early.

TRANSFERS

In order to transfer to Southampton Graduate Campus’s HEOP program, students must complete the application process as well as provide verification of their status as an opportunity program student. If the program is full, transfer students may be denied admission, and asked to reapply later. Transfer students must submit their applications at least eight weeks before the semester begins.

Social Services/Public Assistance Signed verification from a branch of the Department of Social Services for Aid to Families with Dependent Children showing total amounts of benefits received in 2003 and name of all recipients including applicants.
Child Support and/or alimony Copy of Court order, affidavit of Student’s Free Application for Federal Student Aid (FAFSA).

Social Security/SSI
Veteran Administration Benefits

A letter from the applicable agency showing the 2003 total award for each member of the household including Medicare premiums, or an IRS Form 1099 for each member of the household.
Unemployment/Pension/Annuity A letter from the applicant agency showing total award for the calendar year 2003 (if not reported on Income Tax Forms.)
No Income A copy of IRS Form 4506 or a 1722 Letter.

Column A applies to:

(1) Household where there are two parents present and only one is employed or

(2) Applicant student has independent status.

Column B applies to:

(1) Households where two parents are present and both are employed or

(2) Household solely supported by one member thereof who works for two or more employees.

Column C applies to:

(1) Household supported by more than one worker or a household in which one worker is the sole support of a one-parent family.

For the purpose of this sub-division, the number of household members shall be determined by determining the number of people living in the students’ residence who are economically dependent on the income.

EXCEPTIONS

The income guidelines noted do not apply if a student falls into one of the following categories.

  1. Student or student’s family receives Aid to Dependent Children (ADC), Home Relief, or Family Day Care Payments through a New York State or County Department of Social Services.
  2. The student is living with Foster Parents who do not provide support for college and no monies are provided from the natural parents: or
  3. The student is a Ward of the State of New York or a county in New York State.

All eligible students must be residents of New York State and must be either a citizen of the United States or hold a Permanent Resident Visa.
